Human rights warning: New Israeli genocide plan to occupy Gaza City

The Palestinian Center for Human Rights (PCHR) has issued a stark warning about a new Zionist regime’s plan for genocide in northern Gaza. According to reports, the plan includes the forcible displacement of nearly one million Palestinians to central and southern areas of the Gaza Strip, areas already devastated and unlivable.
In a public statement, the PCHR revealed that Zionist regime’s security cabinet approved a proposal last week by Prime Minister Benjamin Netanyahu, who referred to Gaza City as “the last Hamas stronghold.” The plan reportedly includes launching a major military assault on the city.
On Sunday, Israeli media confirmed that IDF Chief of Staff Herzi Halevi had finalized operational plans to occupy Gaza City, paving the way for imminent execution.
A new phase of ethnic cleansing
The human rights center stressed that this operation marks a new stage in Israel’s systematic efforts at ethnic cleansing, aiming to forcibly empty northern Gaza of its population, annex the land, and establish illegal Israeli settlements.
PCHR warned that if carried out, the plan would inevitably lead to mass killings, mass arrests, torture, starvation, and the displacement of hundreds of thousands, including children, the disabled, and other vulnerable populations.
Currently, nearly one million Palestinians are sheltering in western Gaza City, including many displaced from completely destroyed towns like Beit Lahiya, Beit Hanoun, and Jabalia.
Living under siege
Most neighborhoods in Gaza City are either under direct Israeli military control or have been declared “no-go zones.” After nearly two years of relentless bombing, starvation, siege, and repeated displacement, civilians are experiencing total physical and psychological collapse, struggling daily to survive without even the bare minimum of food, water, shelter, or medical care.
PCHR said: “Palestinians are living in catastrophic conditions: homeless, hungry, without electricity, clean water, or treatment, no safe place left to go. After nearly two years, their ability to endure this ongoing genocide has run out.”
This is ethnic cleansing
The center rejected the notion that this is a “plan to occupy Gaza,” pointing out that Gaza has been under Israeli occupation since 1967, a fact recently reaffirmed by the International Court of Justice (ICJ). What’s happening now is a renewed attempt at ethnic cleansing, especially after Israel’s failure last year to implement what was known as the “Generals’ Plan.”
Urgent international action needed
The PCHR called on the international community to act immediately to stop this genocide, starting with an urgent arms embargo on Israel and pressure to halt the planned offensive on Gaza City.
They concluded: “After nearly two years of atrocities, no one can deny the crime of genocide in Gaza. There is no room for doubt or hesitation. Inaction means complicity. There is no excuse.”
